State’s Attorney Marilyn Hite Ross
Winnebago County State’s Attorney Marilyn Hite Ross announces that a Rockford man has been indicted for sexually abusing a minor.
In April of 2017, Rockford Police Detectives received a report of sexual abuse that began in 2016. A follow up investigation that revealed that the defendant, Francisco I. Ortiz (D.O.B. 5/15/1990) had sexually abused the victim. The Winnebago County State’s Attorney’s Office authorized charges against Ortiz and he was recently indicted by a Winnebago County Grand Jury on Aggravated Criminal Sexual Abuse charges.
Aggravated Criminal Sexual Abuse is a Class 2 Felony that is punishable by a sentence of 3-7 years in the Illinois Department of Corrections followed by two years of Mandatory Supervised Release.
Ortiz is scheduled to be arraigned at 9:00am on January 22nd, 2019 in front of the Honorable Judge Joseph McGraw in Courtroom A of the Winnebago County Criminal Justice Center.
The charges are merely allegations and the defendant is presumed innocent until or unless proven guilty in a court of law.
