Winnebago County State’s Attorney Joe Bruscato announces charges against two Rockford men for a fatal shooting that happened in Rockford in 2013.

On July 4, 2013 Rockford Police responded to the area of South Henrietta and Green Street after complaints of several shots fired.  Upon arrival, officers found the victim, Semarin Dubois suffering from a gunshot wound.  A subsequent autopsy found Dubois died as a result of a gunshot wound to the head.

Shazariyah Fondell Hibbett (D.O.B. 4/17/1989) and Johny Laroyce McFadden (D.O.B. 2/27/1992)eachface a 20 count bill of indictment that includes 17 counts of First Degree Murder, one count of Aggravated Discharge of a Firearm, one count of Unlawful Use of Weapons by a Felon, and one count of Mob Action charges.

First Degree Murder is a Class M Felony that is punishable by a sentence of 20-60 years in the Illinois Department of Corrections with the possibility of Natural Life followed by three years of Mandatory Supervised Release. 

Aggravated Discharge of a Firearm is a Class 1 Felony that is punishable by a sentence of 4-15 years in the Illinois Department of Corrections followed by a two years of Mandatory Supervised Release.

Unlawful Use of Weapons by a Felon is a Class 3 Felony that is punishable by a sentence of 2-5 years in the Illinois Department of Corrections followed by a year of Mandatory Supervised Release.

Mob Action is a Class 4 Felony that is punishable by a sentence of 1-3 years in the Illinois Department of Corrections followed by a year of Mandatory Supervised Release.

The charges are merely allegations and the defendants are presumed innocent until or unless proven guilty in a court of law.
