State’s Attorney Joe Bruscato
Winnebago County State’s Attorney Joe Bruscato announces that on June 14th, 2018, Jim L. Buckingham (D.O.B. 10/21/1961) was found guilty of Criminal Sexual Assault and Criminal Sexual Abuse after a jury trial in front of the Honorable Judge Brendan Maher.
In June of 2017, Rockford Police were called to the 100 Block of South 1st Street to investigate a sexual assault. The victim told police that the defendant, Jim Buckingham, began making sexually suggestive comments to her before he grabbed her and assaulted her. At least one other person was inside the apartment at the time of the sexual assault.
Criminal Sexual Assault is a Class 1 Felony that is punishable by a mandatory sentence of 4-15 years in the Illinois Department of Corrections followed by two years of Mandatory Supervised Release. The defendant will be required to serve 85% of this sentence.
Criminal Sexual Abuse is a Class 4 Felony that is punishable by a sentence of 1-3 years in the Illinois Department of Corrections followed by a year of Mandatory Supervised Release. The defendant is eligible for an extended term of 1-6 years in the Department of Corrections. Illinois State Statutes require that this sentence be served consecutive to the Criminal Sexual Assault sentence.
Buckingham is scheduled to be sentenced on August 22nd at 1:30pm by the Honorable Judge Maher in Courtroom D of the Winnebago County Criminal Justice Center.
