On May 12th, 2017, Rockford Police were called to investigate after a father reported that his 10 year old daughter was missing. The child left her home at 6am to catch the bus for school, but never arrived to class. Detectives later located the girl and she told them that the defendant, Mark Gaines, picked her up from her bus stop and took her to a park. Gaines also took the child back to his girlfriend’s apartment, before he finally brought her home later in the day. Gaines was an acquaintance of the child’s father. The victim’s father did not give Gaines permission to be with his child. Gaines also lied about knowing where the child was when the victim’s father called to ask him about it.
Aggravated Kidnapping is a Class X Felony that is punishable by a sentence of 6-30 years in the Illinois Department of Corrections followed by three years of Mandatory Supervised Release. Gaines will also be required to register as a violent offender against youth for the rest of his natural life.
