Winnebago County State’s Attorney Joe Bruscato announces that Michael Rankins (8/1/1994) pled guilty to Aggravated Driving Under the Influence of Alcohol Involving Death, Reckless Homicide, and Aggravated Driving Under the influence of Alcohol Involving Great Bodily Harm before the Honorable Judge Donna Honzel.
On August 4, 2015, Rockford Police responded to a rollover crash on the W. Riverside Bridge. A blue Dodge Avenger had been traveling eastbound on Riverside when it collided with the bridge wall, went airborne and landed on its driver’s side. The car immediately caught fire, but a bystander was able to put the fire out quickly. The defendant, Michael Rankins, was extricated from the driver’s seat. Two passengers in the vehicle, Devon Boose and Kewan Nappier were pronounced dead at the scene. Another passenger was seriously injured and later told detectives that the defendant took both hands off the wheel, and that he never tried to gain control of the wheel. The crash data retrieval information revealed the vehicle was going 61 mph 5 seconds before the crash and climbed to 70 mph at the time of the crash and there was no evidence of braking. According to samples taken at the hospital shortly after the crash, Rankin’s blood alcohol concentration was over the legal limit of .08 and there was THC in his system.
Aggravated Driving Under the Influence of Alcohol Involving Death is a Class 2 Felony with a special sentencing of 6-28 years in the Illinois Department of Corrections to be followed by 2 years of Mandatory Supervised Release.
Reckless Homicide is a Class 3 Felony with special sentencing of 2-10 years in the Illinois Department of Corrections to be followed by 1 year of Mandatory Supervised Release.
Aggravated Driving Under the influence of Alcohol Involving Great Bodily Harm is a Class 4 Felony with special sentencing of 1-12 years in the Illinois Department of Corrections and must be served consecutively with the sentence for Aggravated Driving Under the Influence of Alcohol Involving Death. The defendant must serve 85% of his sentence.
Rankins is scheduled to be sentenced by the Honorable Judge Honzel on April 26, 2017, at 9:00 in Courtroom C.
