ROCKFORD, Ill. – The Rockford Police Department and Winnebago County State’s Attorney’s Office, in partnership with the Drug Enforcement Administration (DEA) Rockford Task Force, Illinois State Police (ISP), ISP Stateline Area Narcotics Team (SLANT), Federal Bureau of Investigation (FBI), and Illinois Attorney General’s Office, announced today the results of a nearly year-long narcotics investigation.
On Tuesday, November 22, 2016, the Rockford Police Department Narcotics Unit, with members of the DEA Rockford Task Force, and other partners, executed a search warrant at 629 16th Avenue. During the execution of the search warrant, officers recovered 50 kilograms of cocaine, 19 kilograms of methamphetamine, and one kilogram of fentanyl, valued at a total of nearly $8.6 million. Two loaded handguns and more than $116,000 in United States currency were also recovered. In addition, four vehicles were recovered and are in the process of being seized.
Officers located two people inside the residence, a male and female. The female was released without charge. The male was identified and charged by the Winnebago County State’s Attorney’s Office as follows:
Arrested: Luis Ruiz, Age 58
Charges: Delivery of a Controlled Substance
3 Counts of Possession with Intent to Deliver a Controlled Substance
Additionally, the Winnebago County State’s Attorney’s Office authorized charges and a warrant was obtained for Rafael Ruiz.
Wanted: Rafael Ruiz, Age 26
Charges: Possession with Intent to Deliver a Controlled Substance
2 Counts of Unlawful Possession of a Weapon by a Felon
Bond: $1 million United States currency
The Rockford Police Department is asking for the public’s help in locating Rafael Ruiz. Anyone with knowledge of his whereabouts is asked to contact the Rockford Police Department Investigations Bureau at 779-500-6551 or Crime Stoppers 815-963-7867.
“This seizure and subsequent arrest is a culmination of tireless investigative work and tremendous collaboration among several key federal, state and local law enforcement partners,” said Rockford Police Chief Dan O’Shea. “This type of behavior will not be tolerated, and while we have more work to do, let this serve as notice that we will continue our collective public safety efforts to eradicate the injection of drugs into our community.”
“Many of our violent crimes are committed because of drugs, and this proves that when our law enforcement agencies work together, we will take back our streets and make our community a safer place to live, work and do business,” said Winnebago County State’s Attorney Joe Bruscato.
“This case is the result of great coordination among law enforcement authorities at all levels of government, and is an excellent example of how these important partnerships in our criminal justice system can get dangerous drugs and criminals out of our communities,” Attorney General Lisa Madigan said.
Luis Ruiz was lodged in the Winnebago County Jail and is scheduled to appear in court on Thursday, December 8, 2016 at 8:30 a.m. in Courtroom B.
