About Us

In 1998, approximately one dozen entities joined together to evaluate the best method of establishing a regional GIS within Winnebago County.  These jurisdictions recognized the need for a regional geographic information system (GIS); however, they also realized the cost to taxpayers if multiple jurisdictions were to undertake the project independently.

As a result of the study, the WinGIS consortium was officially formed in February 2000.  WinGIS currently is comprised of eight jurisdictions that have collaborated and pooled funds to support the project.  Winnebago County is the lead agency of this eight-member consortium.  Other participating agencies include: City of Rockford, Rockford Park District, Rock River Water Reclamation District, City of Loves Park, Village of Machesney Park, North Park Public Water District, Village of Cherry Valley.

The goal of WinGIS is to create and manage an accurate countywide GIS designed to offer shared data and applications amongst partners.  Through the GIS, WinGIS members will have the capability to create custom maps and reports using the most up-to-date information.  From developing a program for countywide planning efforts, to proving property record information over the Internet, the potential applications are extensive.
