Winnebago County State’s Attorney Joe Bruscato announces charges against an individual for a deadly shooting in Rockford in September of 2017.

On September 23, 2017, Rockford City Police Officers responded to the area of 900 North Rockton Avenue for reports of shots fired. Officers arrived to find a crime scene and the remnants of a party that had just broken up. While Officers were at the scene, a shooting victim arrived at a local hospital. Police determined the victim, Billy Manning had been shot at North Rockton Avenue, and transported to a Rockford hospital. Despite all lifesaving efforts, the victim died at the hospital. A subsequent autopsy revealed that Manning died as a result of being shot. Rockford Police conducted an investigation and the State’s Attorney’s Office authorized charges againstDavid R. Stephens (D.O.B. 5/24/1988). Stephens was recently indicted by a Winnebago County Grand Jury on 12 counts of First Degree Murder and one count of Unlawful Use of Weapons by a Felon.


First Degree Murder is a Class M Felony that is punishable by a sentence of 20-60 years in the Illinois Department of Corrections followed by three years of Mandatory Supervised Release. 

Unlawful Use of a Weapon by a Felon is a Class 3 Felony that is punishable by a special sentence of 2-10 years in the Illinois Department of Corrections followed by a year of Mandatory Supervised Release.


The charges are merely allegations and the defendant is presumed innocent until or unless proven guilty in a court of law.


Stephens currently being held in the Winnebago County Jail on $1 million bond. He is scheduled to appear in front of the Honorable Judge Rosemary Collins on August 2nd, 2018 at 9:00am in Courtroom B of the Winnebago County Criminal Justice Center.
