Winnebago County State’s Attorney Joe Bruscato announces charges against a Rockford man for a deadly shooting in Cherry Valley in February of 2018.
On February 23rd, 2018, just after 4:00pm, Cherry Valley Police were dispatched to the 7200 Block of Harrison Avenue after a report of shots fired. When Officers arrived, they located a vehicle that had crashed into a light pole on South Mall Drive near the CherryVale Mall. A male victim, later identified as Ricky Smith, was found inside the vehicle. Despite all lifesaving efforts, Smith did not survive. A subsequent autopsy conducted by the Winnebago County Coroner’s Office determined that Smith died as a result of a gunshot wound. Cherry Valley Police and Winnebago County Sheriff’s Detectives conducted a follow up investigation. The investigation was reviewed by the Winnebago County State’s Attorney’s Office and charges were authorized againstDevin L. Stevenson (D.O.B. 5/16/1984). The case was presented to a Winnebago County Grand Jury and as a result, Stevenson faces a 15 count bill of indictment that includes 12 counts of First Degree Murder, one count of Aggravated Discharge of a Firearm, and two counts of Unlawful Possession of a Weapon by a Felon.
First Degree Murder is a Class M Felony that is punishable by a sentence of 20-60 years in the Illinois Department of Corrections followed by three years of Mandatory Supervised Release.
Aggravated Discharge of a Firearm is a Class 1 Felony that is punishable by a sentence of 4-15 years in the Illinois Department of Corrections followed by two years of Mandatory Supervised Release.
Unlawful Possession of a Weapon by a Felon is a Class 2 Felony that is punishable by a special sentence of 3-14 years in the Illinois Department of Corrections followed by two years of Mandatory Supervised Release.
Stevenson is currently being held on the Winnebago County Jail on unrelated charges.
The charges are merely allegations and the defendant is presumed innocent until or unless proven guilty in a court of law.
