Winnebago County State’s Attorney Marilyn Hite Ross announces charges against a Rockford man for a shooting that left one man dead and a woman injured.

On June 27th, 2019, Rockford Police Officers responded to a residence in the 3300 Block of California Road in reference to a shooting. Upon arrival, Officers located a male victim, in the driveway of the residence. The victim, later identified as Vincent Holland, was transported to a Rockford hospital where he was pronounced deceased.  A short time later a female victim, also suffering from a gunshot wound, was dropped off at a Rockford hospital. She was identified as Shanice Tolliver and was treated and released. Detectives conducted a follow up investigation that was reviewed by the Winnebago County State’s Attorney’s Office. As a result, Attempt First Degree Murder, Aggravated Battery with a Firearm and Aggravated Discharge of a Firearm charges were authorized against Nelson D. Brown(DOB: 8/15/1996).

 

Attempt First Degree Murder is a Class X Felony that is punishable by a special sentence of 31 years to Natural Life in the Illinois Department of Corrections followed by three years of Mandatory Supervised Release.

            Aggravated Battery with a Firearm is a Class X Felony that is punishable by a sentence of 6-30 years in the Illinois Department of Corrections followed by three years of Mandatory Supervised Release.

Aggravated Discharge of a Firearm is a Class 1 Felony that is punishable by a sentence of 4-15 years in the Illinois Department of Corrections followed by three years of Mandatory Supervised Release.

 

Brown is currently being held in the Winnebago County Jail on $1 million bond.  He is scheduled to appear in Courtroom B at the Winnebago County Justice Center today, August 20th, 2019 at 1:30pm.

 

The charges are merely allegations and the defendant is presumed innocent until or unless proven guilty in a court of law.
