State’s Attorney Marilyn Hite Ross
Winnebago County State’s Attorney Marilyn Hite Ross announces that a Rockford woman has been indicted for her role in a recent car accident that left a victim with serious injuries.
On February 2nd, 2019, just before 7:00am, Rockford Police Officers were sent to a personal injury vehicle collision that had happened at the intersection of Broadway and Parkside Drive. Accident Reconstruction Investigators determined that the defendant,Sheila L. Foerster (D.O.B. 12/5/1967)was driving at a high rate of speed and that she disregarded a red light at the intersection. As a result, Foerster’s vehicle struck another SUV. The driver of the other SUV was taken to the hospital with serious injuries, but survived. Foerster was also taken to the hospital. The investigation was reviewed by the Winnebago County State’s Attorney’s Office and Foerster was recently indicted by a Grand Jury on four counts of Aggravated Driving Under the Influence of Drugs Causing Great Bodily Harm and four counts of Aggravated Reckless Driving.
Aggravated Driving Under the Influence of Drugs Causing Great Bodily Harm is a Class 4 Felony that is punishable by a sentence of 1-3 years in the Illinois Department of Corrections followed by a year of Mandatory Supervised Release. The defendant is eligible for an extended term of 1-12 years in the Department of Corrections.
Aggravated Reckless Driving is a Class 4 Felony that is punishable by a sentence of 1-3 years in the Illinois Department of Corrections followed by a year of Mandatory Supervised Release. The defendant is eligible for an extended term of 1-6 years in the Department of Corrections.
A $100,000 warrant has been issued for Foerster’s arrest.
The charges are merely allegations and the defendant is presumed innocent until or unless proven guilty in a court of law.
