Press Release-Stephen R Winters Bench Trial

Winnebago County State’s Attorney Joe Bruscato announces that on July 18th, 2018,Stephen R. Winters (D.O.B. 5/12/1982) was found guilty of Vehicular Hijacking after a bench trial in front of the Honorable Judge Rosemary Collins.

On June 25th, 2017, Rockford Park District Police were flagged down by a male, who reported that his black Chevrolet Impala had just been stolen. The victim told police that a man walked up behind him while he was at the Mobil Gas Station at 320 College Avenue, pointed a gun at him, and took off in his car. A few minutes later, police learned that the stolen vehicle, had crashed at the corner of Morgan Street and Dickerman Street in Rockford. Officers who responded to that area found the defendant, Stephen Winters, and took him into custody.  The victim identified Winters as the person who pulled the gun on him and stole his car. 


            Vehicular Hijacking is a Class 1 Felony that is punishable by a sentence of 4-15 years in the Illinois Department of Corrections followed by two years of Mandatory Supervised Release. The defendant is eligible for Class X sentencing, which is 6-30 years in the Illinois Department of Corrections followed by three years of Mandatory Supervised Release.


            Winters is scheduled to be sentenced at 9:00am on August 28th, 2018, by the Honorable Judge Collins in Courtroom 478.
