On September 30th, 2018, shortly before 10:00 a.m., Rockford Police Officers observed that a building at 515 N. Court Street had been vandalized. The words “rape” and “shame” were spray painted on three sides of the structure. In addition to some other businesses, the building houses the Winnebago County Republican Party Headquarters. Detectives from the Financial & Property Crimes Unit conducted a follow up investigation and the defendant, Timothy Damm was developed as the suspect.  The investigation was reviewed by the Winnebago County State’s Attorney’s Office for charges and Damm was subsequently indicted by a Grand Jury on Criminal Defacement of Property charges.

Criminal Defacement of Property is a Class 4 Felony that is punishable by a sentence of 1-3 years in the Illinois Department of Corrections followed by a year of Mandatory Supervised Release.

Damm is scheduled to be sentenced by the Honorable Judge White at 1:00pm on January 9th, 2020, in Courtroom 316 at the Winnebago County Courthouse
